The enclosed vouchers and abstract
presented by the Orange & Alexandria R. R. Company for
transportation furnished officers, soldiers and servants to and from
different points on that road during the month of June 1861, having
been excluded by the Quarter Master at this place, Major L. Smith, are
respectfully referred to the 2d Auditor for adjustment on the same
principles of equity and justice that have been observed by the
Treasury Department in the cases of Tate Goodwin and others. Some of
these vouchers are irregular and others again are for the
transportation of servants to which no officer in the Confederate
service is entitled at the public expense, but whether these facts
should operate to the detriment of the Rail road Company under the
present circumstances by whom the services were performed in good
faith, is a question for the accounting officers of the Treasury to
determine. |
