| In reply to the offer of Mr. Role
{Rose}, Treasurer of W. R. R. Company
{Western RR}, to issue tickets of
transportation, "with or without compensation," I have to inform you
that no such authority can be granted. |
| The rules regulating this subject (as contained in
Quarter Master's Regulations, page 150) are considered sufficient to
meet the necessities of the case; and soldiers who do not possess
evidence of legally authorized absence from their commands should not be
allowed to pass. |
