When it is necessary for the railroad
companies between Richmond & Wilmington to obtain wood for the
fuel of their locomotives, & the sale of it is refused to them,
you are instructed to make inquiry into the facts of the case if
necessary to order the impressment of so much wood as may be necessary
to carry on Government Transportation, taking care to see that the
owners of it are properly remunerated by the company for whose use it
is impressed & that their property is impressed to the least
extent. |
