Arrangements have been made, by which cotton will be
shipped abroad, on Government account, the proceeds of which will be
applied to expenditures on account of this, and other Departments of the
military service. |
It is important, therefore, that no competition in the
railroad transportation of cotton from your own and other points to
Wilmington, and Charleston, shall arise between private individuals, and
the Government. To that end you are instructed to take measures to
secure priority in the transportation of all cotton purchased on
Government account, and to arrange that it be sent forward as promptly
as possible, permitting private shipments in no instance to interfere
with those made by the Government Agents. |
