Sir,
   On the 5th Feby last I directed Major E E McLean Quarter Master at Memphis, Tenn, to pay to the Georgia Rail Road and Banking Company the sum of Twelve thousand dollars ($12000) for Twenty cars purchased from that Company for the use of the Confederate States, and at the same time notified him that one of the cars having been destroyed by the East Tenn & Virginia rail road, Major A A Burleson Q M would be directed to collect the value thereof ($600) from that Company.
   Instructions were accordingly given to Major B, on the same day to stop the amount from the next transportation account due the said Company.
   It would appear by Major McLean endorsement, dated 2d June last on the back of a telegraphic dispatch from Major W S Ashe to Mr "George Berry, Superintendent," dated 27th Feby 1862, and filed with this letter that the order for payment never reached him as he says that he "received no orders whatever to pay for any cars." Application having been made by telegraph through "H Bonny" Jr. Telegh Office," for payment, in "bonds" for the cars, I have to direct that you pay the Georgia R R and Banking Company the sum of Twelve thousand dollars ($12000) in Confederate States bonds, the value of the above mentioned cars; nineteen of which will be held against Capt Mason Morfit, AQM, until duly accounted for, per his acknowledgement herewith.
   You will file this letter and accompanying papers with the voucher for payment.
