Your plan for securing all the Forage in
your immediate vicinity is approved. The labor that you may need to
enable you to secure the Forage, in excess of the 1/10 already coming to
the Government, you had better obtain by hiring as this course when it
can be resorted to is always preferable to making applications for
details. This authority will, of course, be temporary in its character,
as there is no occasion to retain the services of the laborers beyond
the period in which you are engaged in securing the forage. |
