The Ordnance Bureau no longer employs
special messengers, or transportation Agents. This Department provides
the same when absolutely necessary, and you are instructed to send one
with Ordnance supplies whenever the Chief of Ordnance shall say that
it is required to insure dispatch. |
I cannot control the matter of shipping
Munitions of War by mail trains. I understand that Rail Road Companies
have refused, and I think with reason, to take ammunition by Passenger
trains. In cases of great emergency I have no objection to Ordnance
supplies going by mail train when that can be accomplished. |
