Sir, |
Your letter of the 12th instant has been
received and in reply to the clause making complaint against the
"Officer in Richmond styling himself Transportation Agent or officer in
charge of Transportation who causes delay in your Freight & on the Road
&c." I would state that Captain D H. Wood, Transportation Agent of
Confederate States to whom your letter was referred, remarks in regard
to the matter, "So far as the Transportation office is concerned General
Lee's orders are still conformed to Not to ship anything from this City
without transportation orders." Therefore there must be some
misunderstanding on the road as Capt Wood says "to ship anything from
the City without transportation orders." I am a loss therefore to
ascertain by whose direction Freight is delayed, and request that you
give as full an explanation as possible. |
In reply to that part of your letter stating that
Freight is sent you with no other mark than C. S. A. I have to inform
you that Major Larkin Smith, Qr. Master at this post remarks, "So far as
the Qr. Mr. Dept. is concerned, they are ordered to mark the name of the
person for whom goods are intended in every case. |

P. S. You will please inform me what causes the delay in the
starting of Troops from Manassas to Winchester, as was the case with the
South Carolina regiment a few days since. The report of delay comes from
Mr. Clingman, M. C. for S. Carolina. |
