Delay frequently occurs in the movement of
troops from Richmond, occasioned by the large amount of baggage to be
transported from the camp to the rail road depot. Not more than one
wagon per company should be allowed to each regiment and five wagons for
the field & staff of the regiment in moving baggage from camp to depot.
Let me suggest that an order be issued establishing this amount of
Transportation and requiring that every article of baggage be removed in
one trip of wagons allowed each company from camp to rail road depot.
Every volunteer soldier may reasonably be supposed to have a trunk.
Heretofore transportation was provided for whatever is offered. |
