Sir,
   Your letter of the 9th instant has been received. The Secretary of the Treasury thinks that under the Act of 25 March 1862 he cannot issue 8 per cent bonds (or any other bonds) for the payment of transportation due to Rail Road Companies, unless it be shown that the parties claiming are doing so under a contract.
   Acting under this impression instructions have been given the Treasurer not to issue bonds to any disbursing officer who had them to their credit, but to substitute cash payment out of the $50,000,000 authorized to be issued monthly by said act.
   The Columbia rates are the prevailing rates, except in those special cases where Colonel Wadley has authorized payment to be made according to the rates adopted at Augusta. As to past earnings Colonel Wadley's written sanction must be produced for the increased payment. I have no power to alter the rates. Captain Sims successor to Colonel Wadley is at present charged with the duties.
