I have the honor to enclose herewith a
communication from the Supt. of the West & At. R. R. {Superintendent,
Western & Atlantic RR} suggesting that guards be placed
upon the freight trains for the protection of the public stores. It is
important to prevent the constant losses by pillage, & I therefore
present the matter for your consideration; with the recommendation
that guards be place upon the trains, not to relieve the Roads from
responsibility for losses, but to aid them in their efforts to prevent
such losses. |
