I see from your communication of the 20th ultimo, to
Lieutenant Colonel L. Smith, that you understood my recent letter as
sanctioning the payment of the increased rates propos by you, to all
Rail Roads within the States of Virginia and North Carolina. Such was
not my purpose. I understood you to propose the increase in favor of
such of the roads in Virginia and North Carolina as are immediately
connected with your operations. Report such to this office, that
officers settling the transportation accounts, may be fully instructed. |
