| I have received your letter in which
allusion is made to the difficulties and risk attending the
transportation of long forage in open cars
{Richmond & York River RR}. |
| I do not see, however, that any better arrangement can
be made so you are authorized to continue the transportation of the
forage in that way, at the risk of the Government. |
