Quartermaster General's Department |

Charles Ellis Esqr |
Prest R&P RR Co {President,
Richmond & Petersburg RR} |
Richmond, Va. |
|
Sir, |
I am in receipt of your letter of the 10th
instant, in which you complain that Captain Branch, Quarter Master at
Petersburg, had send off to the South three of the Box Cars of the
Richmond & Petersburg Rail Road, notwithstanding the remonstrance
of your agent. |
The Cars were loaded with ammunitions, and
intended no doubt, for Charleston, a point, at that time threatened by
the enemy. If so Captain Branch must have conceived that there was a
pressing necessity that the cars should go forward to avoid delay. |
I have written to Captain Branch telling
him to use every effort to return your Cars at the earliest day
practicable; and informing him, likewise, that transfers of rolling
stock from on road to another should be avoided. |
