Sir,
Yours of 5th ins., enclosing communication from Supt. of W. &. W. R. R. {Superintendent, Wilmington & Weldon RR} has been received. Respectfully noted. I recognize fully the fact that the management of each R. Road is best left with the officers of the Road & I by no means desire to interfere therein. But the necessities of the case absolutely require that subsistence stores should be pressed forward; & we must require of the W. & W. Road to bring forward monthly about 150,000 bush. of corn {about 525 car loads, or 35 trains}, besides bacon, ordnance stores & the usual Govt. freight. If they can do this, we will not seek to control their trains. At the same time, I cannot but feel convinced that only one daily passenger train cannot present be allowed. Nor can I see how two would especially advantage the W. & W. R. R. as this week only one allowed at either end of their road.
A. R. Lawton, Q. M. Genl.
