Quartermaster General's Department |

Gen. J. E. Johnston |
Commanding at |
Manassas |
|
General, |
I have recd. a communication from the
Prest. of the {Virginia} Central R. R.
Compy stating that in order to prevent collisions and other accidents,
the movements of all engines and trains upon that road, should be
controlled only by the Superintendent, and that special or extra
trains should only be ordered by the military superintendent of
transportation here, or by other officers acting under your written
order in cases of urgent necessity. |
I am satisfied of the propriety of the
suggestion, and respectfully urge that it be adopted by you. Recently
a delay of thirty six hours and great danger of collision, are known
to have resulted from such interferences with the trains, as has
prompted the communication from the Prest. of the road. |
