I have the honor to
acknowledge the receipt of your letter of March 20th 1864, and to
thank you for the information conveyed. In reply to your inquiries as
to the price to be paid for negroes hired and impressed to repair the
Rail Roads, I would state, that you should be governed therein, by the
prices fixed by the Board of Commissaries for the States, if any such
schedule has been adopted. If none has been adopted, and you cannot
agree with owners at what you consider reasonable rates, have the
value of the price fixed by appraisers appointed by you and the owner
in accordance with the Impressment act. |
