It is reported by the
Secretary of War that no passenger trains shall be permitted to run
upon any Railroad in the Confederate States that has Government
freight detained in its depots from deficient transportation. When any
detention occurs, the passenger Cars and Locomotives will be placed at
work, together with equipment for freight service, to remove the
accumulations and will be continued in this Capacity until the delay
is overcome. As soon as this is accomplished the Government will cease
any interference with working of trains. |
You will report daily by
telegraph to Lieut. Col. Sims Richmond where any freight is lying over
and how much. |
This step is rendered
necessary by the constant delays to Government freight, and is
only adopted to ensure a certainty which other means have failed to
attain. |
It is hoped that the bare
mention of the pressing necessity for increased supplies will impart a
vigor to transportation that will obviate the enforcement of this
order. |
You will communicate this
order to the Superintendent of the Railroads with which you are
connected. |
Weekly reports of the
shipments made, will be made in writing to Quarter Master General. |
