General,
   I must respectfully invite your attention to the following statements: --
   I have very heavy demands constantly made upon me for Cord-wood: I have two contractors on the W. C. & R. R. R. {Wilmington, Charlotte & Rutherford RR} who could & would rapidly & cheerfully supply me with all I require, but the R. R. will not, save to a very limited extent, cooperate with me. I have frequently appealed to the Commandant of the Post for support and assistance in the matter; I have used the most urgent appeals and intreaties to the Supt. of the Road, but almost entirely in vain; the private interests of the R. R. Co. are made paramount to every consideration of patriotism & humanity; the sick & wounded soldiers in the Hospitals are allowed to suffer, and may do so, apparently to any extent, rather than the pecuniary interests of the R. R. Co. shall do so. The demands upon me must now greatly increase, in consequence of the establishment of several additional hospitals at the Post, and the season is advancing what I should be laying in a supply for the ensuing Fall & Winter.
   Allow me to suggest that you obtain the order of the Secy of War for the impressment of the W. C. & R. R. R. expressly for the use of this Department.

   The Quartermaster Genl is authorized to do in respect to the rail road mentioned in this paper whatever the late Act of Congress empowers the Secretary of War to do, in regulating the safe orderly & expeditious transportation of supplies& &c.
