In relation to the difficulties you
experience, in connection with Rail Road transportation, I shall have to
refer you to Colonel Wadley at Augusta, who has charge thereof. The
existing contract between the Companies and the Government, holds them
to strict accountability for losses and damage occurring to property in
course of transit; and in the case to which you refer, if satisfactory
evidence is produced showing that the forage of which you speak was
delivered to the Rail Road in good condition you can pay its full value
and report the value of the damage as a charge against the Rail Road
Company responsible. |
