I have considered your letter of the 3rd
instant, in regard to the rate of charges to be allowed in the
settlement of the transportation account of your road. I have referred
it to Colonel Wadley, for his action, and I had previously advised
Major Mims in respect to the matter, in reply to an inquiry received
from him. |
Colonel Wadley is charged by General
Orders with the control of all Rail Road Transportation, including the
duty of regulating by contract the rates at which both freight and men
shall be carried on Government account. He does not, as I understand,
claim the right to force rates upon any Company but I shall continue
to settle according to the old established rates until I am notified
of a change therein by him. As at present advised, he has never
accepted the rates proposed by the Convention held at Augusta; and
while it may be in the power of a Company by due notice to abrogate
the existing contract, by due notice that should be given to Colonel
Wadley. |
