It is not in my power to sanction your
action in regard to relieving the Savannah, Albany & Gulf Rail
Road, from all liability for damage occurring to forage transported in
open cars. The present obligation of the various companies holds them
to strict accountability, and that must continue in force until some
modification is had of the existing contract. Colonel Wadley, at
Augusta, has exclusive control of the Rail Road transportation of the
Country, including the power to establish, on the part of the
Government, the rates and conditions on which freight shall be
carried. You must, therefore, look to him for relief, and I have
accordingly referred your communication to him. |
