Please read the enclosed letter to Mr.
Fremont, & deliver it. We cannot stop to discuss the reason
for orders, when an army is about to starve; nor can the War Dept.
inform commanding officers in time to convince their judgment, when
called upon to sustain its authority. The fact that the Wilmington
& Weldon Road disputed the right of the War Dept. to issue
this order, was only an additional reason for its rigid enforcement.
The Sec. of War did not hesitate a moment to order Genl. Martin to
sustain your authority in the premises. Genl. Whiting is fully
informed as to the necessity. |
