The Secretary of War upon a full
consideration of your claim for 2 1/2 cents a mile, for the
transportation of Soldiers over the Richmond & Petersburg Rail
Road, in accordance with the rates established at the Richmond
Convention, has decided that you are entitled thereto, and as a
consequence that you are not to receive any benefit from the rates
adopted at Columbia. |
Lieutenant Colonel L. Smith, at this
point, will therefore settle the account of your company for
transportation, at the rate indicated. The overpayments made for
freight carried by Passenger Trains will, of course, be deducted, as
payment was then made according to the Columbia rates. You can file
this with him as authority for so doing. |
