I have received your letter of the 18th instant, and
also a report from Captain L. R. Lucas in regard to the same subject. |
It seems that Captain Lucas did not know to whom the
forage properly belonged, and that his failure to report its having been
taken by him, and receipt for it, arose from that fact. In the absence
of such knowledge he endorsed upon the manifest that he had taken the
forage, and the reason which made it necessary to do so, viz:
circumstances of great urgency. |
The report of Captain Lucas seems to be entirely
satisfactory, and shows that no purpose existed on his part, to
interfere with your operations in procuring forage. |
