It has been customary to pay the accts of
Rail Road companies, for Army transportation, in the bonds of the
Confederate States. For that reason I recently directed in your case
that the account forwarded by you should be settled by the Q. M. at
Augusta with such bonds. The mechanical difficulty of issuing notes
has been such that at times it has been impossible to meet promptly
the necessities of the service, hence I do not feel at liberty to
change the practice in this instance. |
