| In reply to your communication
of the 26th stating difficulties that arise from the fact that orders
for transportation are given by various officers in your City, I am
instructed by the Quarter Master General to reply to this effect:
"Captain Sims is charged with making all arrangements with Rail
Roads and must decide between conflicting claims for trains, though it
is not his business to issue transportation." You can show
this to the different Rail Road officers as well as to the Officers at
your post, who will be governed thereby. |
