| Transportation is only furnished to
officers horses when it is entirely practicable. In the cases you
mention, transportation for short distances should not be given. |
| In all cases, the prompt
transportation of public stores should not be retarded or interfered
with by that of officers horses. It is your duty to exercise a proper
discretion upon the subject. |
