I am instructed by the Q. M. Genl. to say
to you that the public freighting business upon steamboats should if
possible be conducted upon the "coupon" system as in use
upon the Rail roads; & he desires you make all necessary
arrangements for introducing this system unless there should be
controlling reasons to the contrary. The Q. M. Genl. also wishes to
suggest that it might be well to have all steamboats accounts for
transportation audited by Maj. Le Baron, who has already been assigned
to the settlement of R. R. accounts in So. West. His office will
hereafter be established in Montgomery, which will be a convenient
point for the steamboat interest, & it is very desirable to
concentrate as far as possible the auditing of all accounts for
transportation. Your views are desired upon the subject. |
