You will make up a full account
of the cost of transportation of the rail road iron, bolts, spikes,
frogs, chairs, cross ties and other articles taken from the Baltimore
& Ohio Rail Road, and delivered to the Winchester & Potomac RR
Company, under the contract made on the part of the Government with
the President of that company. |
Enclosed you will find a copy
of the proposal made by Mr. Clark (the President of the W&P R. R.
Co.) to the late Secretary of War that the Government should furnish
the iron etc to be paid for in transportation by the Rail Road
Company, "except that all the expense of waggoning from the
Baltimore & Ohio Road of such iron etc xxx shall be paid in
cash." |
You will proceed therefore to
collect this amount of the wagon transportation on account, from the
Winchester & P. Company, in cash, without delay. If however, the
company fail to pay in cash for this transportation, you are
authorized to adopt the alternative course of taking back into your
own possession, so much of the rail road already delivered to that
Company as at the precise portion at which you delivered it, will be sufficient
to re-imburse the full costs and expenses of the wagon transportation
of the iron etc. You will advise the Department, promptly of your
action in this business. |
