It is necessary that every train running to
Wilmington for private parties should carry one half of its capacity
for Government account and advices to this effect have been forwarded
to the several Railroad Companies interested. |
To enforce this system it will be necessary
for you to know when it is violated, and in such an event you are
hereby authorized to seize the train, so violating without further
orders from me; reporting the fact by telegraph, and detaining the
train until instructions reach you. |
You will at once take the necessary steps
to have these orders rigidly enforced, at the same time assuring every
train manager that a compliance with your instructions will guarantee
them against seizure. |
