| Having been unable up to this date to
effect any arrangement with the Secretary of the Treasury, relative to
his furnishing you 8 per cent bonds claimed by the Rail Road Companies
as due them for transportation, I have in justice to the Department
requested a remittance in your favor of $1,500,000, which you will apply
to their payment of all outstanding debts due to these Companies, or to
such as may accept the money, leaving to them the right of appeal for
further redress to Congress. |
