Two thirds of the corn arriving here comes
for the Commissary Dept. As the larger portion of this corn comes from
the extreme South, it seems probable that it may be corn turned over
by you to the officers of the Commissary Dept. On this supposition it
seems proper to instruct you that where corn from Ala. is required for
the use of the Commissary Dept. in Virginia, you will not
transfer the corn in Alabama, but will make your entire shipment to Q.
M. Dept. leaving the transfer of corn to be made here where the
necessities of the case are best understood. |
You have been previously instructed that
where corn is transferred to other Depts. payment must be required at
the time by yourself or your officer, or the better plan is that other
Departments should advance to you funds for corn to be purchased for
themselves. |
