In reply to yours of the 2nd inst in relation to the
damaged condition in which Quarter Masters used Commissary Stores are
received, at West Point Va I have to state that if a clean Bill of
Lading for the goods was given in Richmond by the Rail Road the company
{Richmond & York River RR} is responsible,
and the damage should be deducted from the freightage. Your letter will
be shown the officer by whom the goods were shipped from here. |
