Sir,
   Upon the receipt of your telegram of the 28th untimo, I telegraphed Major Winnemore, Quarter Master at Augusta, to know why the prisoners of war were sent only by the way of Charlotte.
   The explanation is given in his reply, which states that the Wilmington & Manchester Road has been blocked up for the past three weeks at Kingsville and is still so; and that every depot on the Road west of Florence is filled with corn awaiting transportation. Under this condition of things it would not be practicable to employ any other than the route selected for the transportation of the prisoners, to which your telegram refers.
