In a letter to Lt. Col. F. W.
Sims referred by him to the QMGeneral of date Sept. 30th 64 Mr. M.
Emanuel Prest of the S. R. R. Co. {Southern (of
Mississippi) RR} after setting forth the action of the Government
in prohibiting payment of the accounts due said R. Roads by reason of
the loss of certain cotton, & the accumulated indebtedness thereby
accruing to said Road, goes on to make the following statement: On 1st
April last when the Govt required all its creditors to close their
accounts & to take 4 pr ct certificates, the amount that has been
audited of the SRR a/c & remaining unpaid by Maj Mims on account of the
prohibiting order from Col A. C. Myers was $410,355.00. In payment of
which I had to take $385,700.00 in certificates & $24,653.00 in old
issue." |
These certificates, he states,
he received from you in payment of the amount due his R. Road. |
I am instructed by the
QMGeneral to inquire of you how this payment was made in 4 pr cent
certificates & by whose order, & also in what manner these certificates
were obtained by you. |
