John S. Barbour, Esq
Pres O&A Rail Road
Culpeper CH, Va.

Sir,
Mr. J. W. Howard, transportation agent at Lynchburg reports the facilities for transportation supplied by the Orange & Alexandria Rail Road, are not in proportion to the large supplies of Government freights received at that point for shipment to Manassas. He states, particularly, that there are now at Lynchburg eight or nine car loads of salt beef for the army, which is not moved forward with promptness, and that, in addition, large quantities of forage and other stores are detained although generally needed at Manassas.
I bring this statement to your notice, that you may take measures to have the causes of this delay removed, as it is of the first importance that every facility should be extended to the transportation of supplies demanded by the necessities of the army.
