on his part. It is referred for that purpose of having one |

Resply retd to the Secty of War. The tone &
temper of Maj Morfits letters are such as cannot be permitted, and he
will be promptly informed of the disapproval of his conduct. But in this
connection, the attention of the Secty of War is respectfully called to
the serious consequences which may result from the control which Genl
Whiting assumes over the Rail Roads in N. Carolina as shown by the
enclosed copy of his order to a Superintendent (out of which in part
grew the unbecoming correspondence) and other orders recently brought to
the notice of this office. North Carolina lies between Genl Lee's Army
and nearly all its supplies and the utmost energy and caution possible
are required to ensure their transportation all the distance from
Georgia to Northern Virginia. Unless the position orders, which prevent
commanding officers from interfering with the officers of rail roads in
the discharge of their duties are enforced, the Qr Mr Department will be
powerless and responsibility of bringing the supplies and armies
together. |
