I have the honor to report as follows.
Sufficient dates for a precise calculation are not given but a claim for
compensation is certainly made out. Although the troops were not
actually transported yet, the RR Co under an order prepared an Engine &
a sufficient number of cars to transport a Regiment. To do this they had
to call in their cars from a distance and to stop their Gravel Train and
20 hands. Assuming the Regiment to consist of 500 men and putting 40 to
a car it would give about 13 cars. Taking the rule prescribed by the
Augusta convention, the charges would be $25 per day for the Engine and
$3 for each Car. Making $64.00 per day. The account charges the delay
and loss of time as making up the best part of two days. This would make
the charges of $103 reasonable and moderate. I recommend its payment. |
