An order to receive such contributions on
Passenger Trains might lead to the impressment of these trains but it is
recommended earnestly to the Roads as far as conveniently can be allowed
such contributions to pass on them as such as other pass. |

I do not think an order in reference to
transportation by passenger train is necessary or desirable. If issued
it would result in making passenger trains carry all freight. |
