Relative to the employment of Special
Messengers with supplies sent from the South, thinks the practice
productive of no good and suggests a plan. |

Respectfully returned to the Secretary of
War. Plans are now being matured which it is believed will secure the
??? of all cargoes on Railroads and ascertain the Company which is
responsible. It cannot go into operation immediately. In the meantime
Col Northrop's suggestion may be ???? and orders to that effect will be
issued. I concur in his ??? suggestion that the system of sending with
freight Special Messengers should be abandoned. |
