In connection with his request that another
Brig. be sent him, brings to notice the defective transportation with
which he has to contend & in consequent of it, it requires twice as long
to move troops to his aid as it did a year ago. |

29 Feb/64. Retd to Sec of War. Attention is
called to views of Col Sims which are approved. The delays in
transportation are caused 1st by deterioration of rolling stock. 2d by
fact that corn is now brought from Ga to Va to support armies here which
was not the case last year & by frequent interference of comdg officers
in regard to transportation. The remedy for 1st & last mentioned
difficulties lies with Sec of War as suggested by Col Sims. The 2d must
continue but will be greatly alleviated by removing 1 & 2. A R Lawton
