Requesting that Capt T R Sharp AQM/Columbia
S C. Be allowed to drop or expense one hundred & twelve cars captured at
the beginning of the War & lost or destroyed from various causes between
Wilmington & Charlotte & Staunton and Manassas Va. |

Submitted to Sec of War with recn that Capt
Sharp be authorized to drop from his returns the cars designated, as it
will be seen from the circumstances it was impossible for him to comply
with QM Regs par: 177.18.2 founded upon act of Cong. of May 18th 1826
{1862?} which requires he should show by
dispositions of one or more parties, or certifs. of disinterested
officers that it was by unavoidable accident &c as in this case he could
not be cognizant of facts governing each case of loss & not being
present & cars having been withdrawn from his control. |
