Resply retd to QM Genl. The difficulties
presented herein are not peculiar to the roads alone but to many others
where transshipment has been avoided by examining the packages without
taking them out of the cars. If the roads are willing to receipt to each
other why not receipt to the Govt whose representative is in the spot
repair arrival of the train to cooperate with the agent of the RR in the
examination, which is now very difficult except in certain cases when
discretion must be used by the officiating officer. Capt P. says the W&A
RRd {Western & Atlantic RR} ??? take the
balance of the day & sometimes longer before they will receipt the
freight & sign my B/L & forward the same. This is the fault of the RR &
not the system. |

its discontinuance would accomplish nothing but confusion. It is
