lost or stolen while en route on RRs if it is paid by Govt or market

Resply refd to Maj Grice. The decision of
this question must be according to the suggestion of Maj Sims. If RR
Companies are only charged cost prices for lost stores it would be ??ly
profitable to them to appropriate large proportions of scarce articles
while it is not alleged that the Rail Roads would be guilty of such
conduct it would be very unwise to offer the inducement to them to
violate their duty or be indifferent to its discharge. |
