Asks that his road be allowed to send 5
bales cotton on 5 of the strs making 25 bales that the wants of the road
are very pressing & it will not be able to get along unless the cotton
goes out. |

Resply referred to Maj Bayne in charge of
Foreign Trans. If this principal is ever granted to any road it should
be to this for as it does not bring cotton to Wilmington it has no power
to make terms with the steamers and obtain their shipping facilities so
much needed and which other roads can bargain for. |
