Respectfully retd to QM Genl. The Govt
track at Petersburg would be of no use if the RR Cos did not permit cars
on it. They have done so heretofore unhesitatingly and without charge.
The curves and grades make it rough work for rolling stock. If the Govt
declares that the track shall not be used for private business the
companies may declare that their cars shall not go on it with public
stores. The work is reciprocal and it is suggested that it be so
understood with RR Cos provided it does not violate any understanding
with the authority of Petersburg. A refusal to permit private freight to
pass over this track would be taking the initiative in ignoring mutual
assistance which would work in??ly to transportation and more especially
is this to be ordered when we depend so much upon the voluntary efforts
of RR Cos. Aside from these reasons horses are very scarce & drayage
difficult. Speculators may be interested, but the public need the goods
and it is clearly the duty of Govt to extend every facility thereby
reduces prices. Instruction relative to the case is respectfully asked. |
