Columbus Ga., November 13, 1863
 
Suggest appointment of a person in each state to manage & facilitate transportation. Refers to milling capacity of Columbus. States want of system in QM Transportation Dept -- corn being shipped 70 miles on one road & returned over the same. Suggests delivering of all corn from points tributary to Columbus to him & states reasons for same. The tithe corn is sufficient for the teams of QM Dept. Submitted by Commissary Genl

I am dutiful that the proper method of applying the remedy to this conflict in the purchase and shipment of corn is for the QM Dept alone to purchase corn for both Depts and deliver at such points as indicated by the Commy Dept. As this Dept is responsible for moving the corn for the Commy Dept to the points where most needed much ??? must be ??? by having the purchase & shipment all under one control and exception might be made of sections of country with mills which could be entirely appropriated to the Commy Dept, by agreement. The matter of transportation referred to by Maj Allen has already claimed & received my correct attention.

Resply retd to QM Genl. I suggest an inquiry of Maj French C. S. as to the quantity of corn from the Southern States necessary to the Commy Dept in Virginia -- and as to the times and points at which this corn will be needed.

If the QM Genl will assume the responsibility of furnishing this Dept in Virginia with all the corn necessary for its wants and at such points as it may be needed I would recommend that the arrangement be made (they having control of the transportation); and the efficient Agents of this Bureau in the Southern States be ordered to discontinue further purchase in those states for shipment in Virginia.

Resply retd to QM Genl This Dept will need 75,000 Bushels of corn per month {263 car loads} to meet the deficiency in the short crop of this state of the quantity 60,000 Bushels {210 car loads} will be required at Richmond 5,000 Bushels {17 1/2 car loads} each at Petersburg Danville Lynchburg

Respectfully retd to Commy Genl The amount of corn required is so much beyond my previous impression that I would fear confusion to result from a change of system. Every effort will be made to hasten forward that purchased for the Commy Dept.
