Returning papers in reference to the
requirements of Mobile & Ohio RRd. Suggesting that the commencing mode
of delivering freight for transportation be complied with and if the M&O
RR declines to carry, it is responsible for the damage that may occur.
If the law is too tardy military authority is the only remedy left &c
