| Complains that the Secretary's
authorization for him to select portions of the captured iron &c has
been voided by the action of a subordinate in the QM Dept. who writes
that he has made other disposition of the material. Ask that his
application shall be preferred because it was made directly to the
Secretary. |

letter was received by the QM General on October 30} The Govt is
building cars. All axles wheels iron I have not already disposed of are
required for them. The sole purpose of the Department is to apportion
out such captured property appertaining to Rail Roads as comes under its
control, in the manner best calculated to relieve the wants of the most
